Call for Expressions of Interest

to participate in an international project to study local public services

United Cities and Local Governments (UCLG), the World Organization of local authorities, is looking for an institution or a group of internationally renowned researchers/experts, specialized in research on local public service policy, to take part in the coordination of an international project.

 

The aim of the project is to build an overview of the current "governance of public services" and of the role of local authorities, particularly in the fields of water and sanitation, waste management, transports and energy. This project will be implemented between 2012 and 2014.

 

The expected role of the institution or group of experts is to guarantee the global coordination of the study, coordinate the groups of regional experts, and ensuring a regular dialogue with the local authorities involved. The groups of regional experts are already being identified.

 

The end product of this project will be the publication of a global report. UCLG publishes every three years a Global Report on Decentralization and Local Democracy. The 1st Report, published in 2008, presents a global overview of the situation of local authorities in the different regions of the world (see: http://www.cities-localgovernments.org/gold/gold_report.asp). The 2nd Report was finalized in 2010 and is currently in the process of being published. It focuses on the financing of local authorities in the world (see: http://www.cities-localgovernments.org/gold/gold_report_2.asp).

 

This call for Expressions of Interest aims at identifying and selecting a list of institutions or groups of experts that will then be contacted and invited to submit a technical and financial proposal to meet the project’s specifications. The candidates should have large experience in coordinating research projects and publishing in the fields referred to above (water and sanitation, waste management, transports and energy), in different regions of the world, OECD as well as developing countries.

 

The institutions, groups of researchers/experts interested in the project may send us a brief presentation of the institution or research group with a summary of the curriculum vitae of the specialized researcher(s)/expert(s) and of a list of publication realized in the fields mentioned above.
